Screen tearing, visual bugs and glitches with UE5 download. Help?

for reference, i want to say that my pc specs are RTX 4060ti, R5 5600, 32GB ram, 4tb (total) double ssd with the same speeds and the rest dont rlly matter. I have a 1GB/s internet, which never lets me down and i always get 800mb/s downloads and around 100 mb/s uploads, meaning none of the things that happened would be due to my internet. i have no packet loss or fps drops Today I got into dm and saw that my screen is tearing. i went and asked around and tried everything people told me such as updating drivers, lowering resolution, cap fps, lowering graphics, making sure gsync (in my case freesync) was on, alongside multiple other things, and nothing can make it better, unless i enable vsync which gives me input lag. this tearing never happened before on any game that I own when i got into my first comp of the day, i was playing Deadlock on the map Bind, and at the start of the round i right click to ADS vandal while holding b long,after releasing the right click button my screen kept zooming in and out (similar to when you spam the right click button to ADS) until i pressed right click again, and it happened multiple times throughout the match. later, i would throw a grenade (as deadlock) and my vandal would have a very weird pull out animation, and then suddently my knife would appear in my hand. i checked settings where the option to always pull out the strongest weapon and the "do not equip melee" options and they were on later on in the game we got into an overtime and enemy gekko got an odin as he did for about 5 rounds before, i wanted to punish him for it. i was holding b long again since i heard 2 and an odin, did some damage on the enemy jett, then peeked again to do some on gekko, as i saw him too, and i saw him floating in the right corner of B long, he shot me extremely accurately which pretty much lost the round as my teammates couldnt lock site down anymore, therefore initiating another round of overtime votes and one of them surrendering..
