Panel translucency only works in VM not on bare metal
VM: GNOME Boxes
Bare metal: Steam Deck OLED
Both environments are using the same Willow Dark theme
On the bare metal environment, translucency works in other places like Krunner (as shown in screenshot)

are you using breeze or something else?

can you try with breeze
did this?
System Settings > Window Management > Desktop Effects > Blur > Configure - Turn Blur Strength and Noise Strength all the way down. You can also turn off Background Contrast.
Same thing with breeze
VM is a fresh install
Did not touch anything other than chaning the theme
