DS2 SOTFS steam micro stuttering issue

I have steam overlay enabled and have tested different proton versions such as experimental, hotfix, and 9.0.4. I have tried using scope buddy and the official documentation site to figure out why the performance is like this? If any other info is needed, I can try to provide it.
