Struggles with SteamVR

I'm struggling to get room setup to run. When I try, a blank window pops up for a second then closes. I've tried using OVR Advanced Settings to manipulate the floor level, but that only brings up an error code (see attached). I can get into games, but only with my head poking out of the floor while fully standing.
