Simple, he's not an octopus, he's a mech controlled by another creature that forgot to add the last two tentacles in the octopus. He uses a clone machine to make more of himself, and then they hide in eggs so that players can get him. He can also scan your pet's abilities so that he can recreate the effect of the ability. /j
