Not optimal compared to just having another raccoon.
I see 2 really good use cases for Octopus:
Pets whose abilities have a longer cooldown than octopus' mimic (Raccoon has it shorter!)
If keeping 2 Moths to feed the pets is too much points invested then it is the perfect complementary pet to the solitary Moth since it can occasionally feed it back so everyone stays happy

Keep in mind the raccoons ability cooldown will reset when the octopus uses it
