Water follows the natural laws of static fluids and dynamic fluids. These natural laws are not about oceans, seas, or lakes that take the form of a ball.

Sea level changes only when It comes to the inherent motion within It! Sea level Is used as the baseline for every elevation measured on Earth, and it's the 0 regardless of the fluctuations caused by tides and waves I really don't understand the point of your question
