how do i make a dedicated server from a modpack??

i used 'export pack instance' from the modpacks UI, and then added the arguments in

cli-argsConfig.txt

cli-argsConfig.txt

to a run script, but when the server actually runs, it only loads like, 36/55 mods in the pack?? and theres 51/55 mods as
