IOMMU VAN:RESTRICTION Issue

I’m experiencing a persistent VAN:RESTRICTION issue. At first, it only affected my main account, but now it prevents me from playing on any accounts on my PC.
Here are my system details:
Motherboard: Gigabyte Z490 AORUS XTREME (BIOS F24a – latest)
CPU: Intel i9-10900K
OS: Windows 10 Pro (fully updated)
Security Settings: Secure Boot
, TPM 2.0
, VT-d (Intel IOMMU)
, UEFI 
VBS / HVCI: Enabled and running
msinfo32 + BIOS screenshots available if needed
I have confirmed all required settings are active, and I even tested with a different PC, but my accounts are still restricted. Since the issue is now affecting all accounts, it looks like a hardware-level restriction.
