TPS drops when getting over 40 players

Hiya guys ❤️

My server gets TPS drops to sometimes 12, normally around 14-15 when having over 40 players online. I've followed YouHaveTroubles Paper optimisation steps. I've also tried turning off villager lobotomization but it completely ruined our players villager halls and players weren't happy at all . :p

Is there anything you guys can recommend me to do without hurting the core of the server? I can see that there are a lot of animals, how would one limit them in a better way?
