LODs aren’t correct.
The top floors are lit up and completely disconnected from the rest of the building, yet the entire building is illuminated.

Ie. this is expected and "just how it works"?

Try increasing the vertical quality, though from what I understand from above, it might not help much
I have it maxed out, so there's probably nothing I can really do.
