Unable to start distant generation on Server

I am running into an issue where there are holes in my chunks and I am unable to get the distant generation overlay to pop up and start rendering, I am unsure if this is because I am on a server and I haven't used DH on servers before but I'm not sure what is going on. Log: https://mclo.gs/hA59qpi
