Add roles section to Automations > Create Automation Trigger > Event Types
Eg. "Role given", when a specific role has been given to a user or "Role removed", when a specific role has been removed from a user or "Role status", when a specific role has reached X amount of users that have the role.

You can technically achieve this with conditions, although I will definitely look into specific triggers
