File Transfer Issues

I am currently attempting to set up a modded dedicated server (...duh). Both ports 7777 and 22 are forwarded with tcp and udp, and I tested both ports with both the LAN and public IP (with the result being the same for each IP) With port 7777

On the mod manager's end, I get this: failed to create: failed to connect to ssh server: ssh: handshake failed: read tcp (IP):63512->(IP):7777: wsarecv: An existing connection was forcibly closed by the remote host. With port 22 failed to create: failed to connect to ssh server: dial tcp (IP):22: connectex: No connection could be made because the target machine actively refused it. I do not know a ton about networking and am stumped lol. Anyone got an idea of why this could be happening?
