All jobs getting stuck after external library files changed

I updated the metadata on a bunch of files in an external directory (removing extra tags added by digikam), and all of the immich jobs stopped after a while. It isn't using any CPU, and there aren't any unusual messages in the logs as far as I can tell. I'm not sure if photos are missing from the timeline or not, but I don't see anything obvious. I've restarted the containers several times with no significant changes. I upgraded from version 1.135.2 to 1.140.1 after the first few times.

restarted it again, and it got around two seconds of processing in before hanging again I should also note that this has happened a few times before, usually it resolves after restarting the containers a couple times

I can queue/clear jobs and nothing at all happens as far as I can tell

it is able to start a few ffmpeg processes after restarting, I presume transcoding, though this doesn't really change

restarted it again for this, same result as before (a second or two of CPU usage, followed by all jobs stopping)
