Shovel Not Functional for NPC Building in MineColonies

Expected Behavior
The NPCs are meant to use tools (such as shovels and hoes) to construct buildings. The player needs to drop these specific items to the NPCs so they can use them as tools for building.

Actual Behavior
The NPCs don’t recognize the dropped shovel. Instead of using it, they either store it in their own inventory or place it in another storage. It makes no difference how the shovel is provided (drop, command, etc.)—they simply fail to recognize it. As a result, the NPCs are unable to build.
Note: Axes and hoes appear to work correctly, but shovels do not. In the NPC’s context menu (right-click), the other tools display their respective icons, while the shovel icon is missing.

Reproduction Steps
1. Right-click the ground with the "Build Tool" (from the Structurize mod).
2. Select Fundamentals → Town Hall → Confirm (green checkmark) → Assign to Builder → Found Colony
3. Move to a slightly different spot, then right-click the ground again with the Build Tool → Fundamentals → Builder’s Hut → Confirm (green checkmark) → Assign to Builder.
4. Right-click the Builder’s Hut → in the top-right corner, select a Builder and assign them → click Build Building.
5. After clearing some grass, a red marker appears above the NPC’s head, indicating they require a shovel to continue.
6. Drop a shovel → nothing happens. (The NPC either stores it in their own inventory or places it in the Builder’s Hut inventory instead of using it.)
