$50/month with zero users?

I haven’t even launched my app yet, but the current pricing already feels a bit ridiculous for my use case. I’m building a local-first app with PowerSync, which needs a constant DB connection.
To keep things simple I need two branches (prod + dev). Each one requires the minimum 0.25 CU, so that’s 0.5 CU total.
Now:
0.5 CU × (24 × 30) hours = 360 CU-hours
360 × $0.14 = $50.40/month
So even with zero users, I’m already forced to pay ~$50/month just to keep the app online.
Is there any alternative plan or early-stage option available? It’s hard to justify that cost before I even have users.
