Performance Issues with Dedicated Graphics

Anyone who plays with a dedicated graphics card has got this same issue going on? I've seen some other cases like this in the subreddit but couldn't find any solutions to this problem. As you can see the game isn't using my hardware to its fullest and is still causing massive FPS drops (all the way from 120fps with High FPS Support mod). A friend of mine who plays on a laptop with no GPU whatsoever hasn't been through this a single time which is honestly confusing. Yes I was playing with WOTG in the image but even without the mod my fps still drops like crazy sometimes. I've read that TML is very CPU intensive so perhaps that justifies the low CPU usage? Even then that doesn't justify laptops having better performance.
