rulesets only block, they don't allow afaik

btw, we want to set up an automerge pipeline and the current action isn't usable because of the janky manual listing of checks https://github.com/tscircuit/tscircuit/issues/803
We need an action that is simple and just says "wait until all checks pass" without naming specific checks
