no . this account got locked for sharing or the account is bought and recoverd many times. only way to unlock it is contact player support through riot webiste and give all info to proof you are the owner
I bought this account with money and agreement between the seller and buyer two days ago. Now it is locked.
I didn't know this was against the terms.

it seems the seller have sold it and tried to recover it many times thats why it got locked this time . or riot notice something changed and locked it
you cant unlock it if you are not the owner of the account

well sadly yes you lost money but no one can help you .best thing to do creat account buy skins . no one can take it from you
