iOS not uploading queued photos (possibly mTLS related)

I originally came here to continue the discussion from #20331 about assets not uploading from my iPhone. The assets would turn red in the queue and fail to upload without any explicit errors in the logs.
However, there's been a development since then. I set up my mobile app to use proxy headers for authentication instead of mTLS and the uploads started working. This could be related to #21006.
@shenlong-tanwen, now that we know that this issue is related to mTLS rather than the backup logic itself, would you still like me to perform any troubleshooting steps? Or should I contact somebody else?
