Project unresponsive, stuck in pausing since hours
Apparently, I ran an expensive database query, and the database has been unresponsive ever since. The web app is down. I tried pausing the project and then resuming it, hoping that would fix the issue. However, the project has now been stuck on the “Pausing ...” screen for several hours. In the meantime, I received a message that my disk I/O budget is being used, but I can’t access anything since it’s stuck in infinite pause mode. Any ideas on what I should do?

The right thing to do was restart the instance not pause restore.
But now that you are stuck file a support request and make sure to have in title PAUSING STUCK.
There is an elevated issue for pause/restore hangs, BUT yours may not be related as you tried to pause a system that was already stuck for some reason. It could be that condition is keeping the process from finishing.

They will eventually, it is just how long... plus it is the weekend and they have fewer devs if it needs that level of "touching".
