Check that it's enabled in your monitor settings, it won't show up if the monitor disabled VRR for whatever reason
And see if VRR is enabled in GNOME experimental features, you can enable it in the Refine app

i just checked i don't seem to have refined installed
I thought it came with the image
well just search for Refine in Bazaar
oh nevermind it's Tuner now
open Tuner and you'll see the option for it in Shell & Compositor
that wasn't installed either lol
