Mobile backup seems to be stuck

I am trying to do an initial mobile backup from my iOS device (16 Pro Max, iOS 26.0, Immich 2.1.0 build 231) but it seems to be frozen.
The cloud icon has a tick on it, but when I click that I get a page that says I have 9460 total assets, 3751 assets backed up, and 5709 assets remaining. On the app, many photos have a cloud with a line through it. On the server, I have confirmed they haven't been uploaded.
No matter what I seem to do - restarting the app, phone, or disabling and re-enabling the backup toggle, the remaining 5709 assets will not upload.
How do I get the remaining 5709 assets uploaded?
