Is there anything obivous i'm missing ?

or this wouldn't work with paper server 🤔
The syntax for the command would be
/enchant @s veinminer or try to only type veinmine and tab for auto complete (to also get the namespace). If the enchantment does not appear in the list, check with /plugins if the addon is loaded
