When will be the ultimate set gem conversion available? And if the luck bar is at 95% will there be any discount or grace thing?

I don't get what you mean by discount
Well I am stuck at 95% luck and out of UC now. Don't want to buy UC now . So just asking will there be any chance of getting the gem without pulling the other 5%
