WHy cant I unpause project?

You guys do understand that projects may not use the data base for months but is still needed? You close a project down that I use for an app that Ive created, I need this project unpause, not a new one created as that basically means Im starting from scratch and with out access to the project I have no clue what going to be needed. I dont understand why you would pause people projects...
