Version not updating
My friend has updated to V9.3.1, but even though my steam says it updated to that version it tells me I'm on 8.3, I've tried reinstalling it but that hasn't worked. Any suggestions?

It just updated, so maybe steam is just being slow. I would suggest a restart of the computer to refresh everything
