Coriolis / foucault pendulum

How does a glober use Foucault pendulum to prove earth rotation but also say that the atmosphere moves with the earth ? Isn’t this a blatant contradiction. Same with Coriolis

No rotation is proven. It is indeed a contradiction. The Coriolis effect requires two reference frames (one rotating non-inertial frame and one non-rotating inertial frame), while an "atmosphere rotating with the Earth" would only be one reference frame. Foucault Pendulum: “Once you set one in motion, its direction of swing will rotate at a rate of about 0.2 degrees every minute. But in fact, it isn’t really the pendulum that’s rotating: the pendulum is swinging back and forth in exactly the same direction.
