What is happening here?

Happens with and without shaders, and when I'm just high up in general. I think it has something to do with the vanila render distance chunks not drawing? but I'm not sure. I do not have the better fps render distance mod installed so it isn't that. Btw I am talking specifically about the chunks with the weird dots over them. In a server if it matters
