ASA first 4mm are rough

First time I've printed ASA on this machine, and I'm seeing the first 4 mm extremely rough and then it smooths out to perfect quality after that.

These parts were printed without doing a heat soak first, so this morning I did an hour heat soak and then reprinted, and I can already see the parts are displaying the same issue.

settings:

Prusaslicer

- nozzle temp: 260c first layer, 255 other layers
- bed temp: 110c throughout
- .2mm per layer, .32 mm first layer
- 0.6 default extrusion width, 0.6mm first layer width, all other layer width settings at 0
- part fan disabled for print
- chamber fan disabled for print
- 0 extrusion multiplier, 0 XYZ compensation
- 15% infill/perimeter overlap
- vert shells 3 minimum
- horizontal shells 5 top & bottom
- arachne perimeter generator
- Autospeed at 50mm max, only overrides are supports, gaps, and bridges which are all set to 30 mm/s
- no fuzzy skin
- 40% infill
- Cubic fill pattern, monotonic top/bottom fill pattern
- no "solid infill every n layers

settings set to True:
- extra perimeters if needed
- detect bridging perimeters
- fill gaps
- variable layer height

Chamber doesn't have a heater, but is running about a steady 47c
