HASS.Agent will not start after successful installation

Hello, I am attempting to install HASS.Agent 2.1.1 on an old Surface 3 running Windows 10.

I am able to successfully run through the installation of HASS.Agent, then the Satellite Service. However, when I go to launch HASS.Agent, it never starts.

I see the process pop up in the task manager momentarily, but it immediately goes away. No other signs that it attempted to start show up on the desktop or in the taskbar.

I am able to start the Satellite Service without issue.
