Deck image will not boot, stuck at Started ModemManager.service

The deck images cannot complete booting. They get stuck at the point shown in the screenshot. This only happens with the deck images, if I rebase to a desktop image, it boots fine. This is a HTPC so I would prefer the deck set up. I have had this issue ever since Fedora 42. I have a Fedora 41 image pinned and I have been using that since. I have a Ryzen 5 and a Radeon RX 6600. Has anyone else encountered this issue? Any solutions? Thanks
