[MiniPC] Kodi Refresh Rate Switching

In order for Kodi to do refresh rate switching, a user needs to whitelist all of the resolutions and refresh rates in the settings so that Kodi knows its safe to switch. These appear as a pre-populated list from the compositor, and you just tick the ones you want.
However, Gamescope only shows Kodi refresh rates of 59.97hz and several different resolutions. For smooth movie playback, Kodi recommends
- 3840x2160 @ 60/59.94/50/30/29.97/25/24/23.976
- 1920x1080 @ 60/59.94/50/24/23.976

but these aren't available to me.
Also, when I switch from Gamescope to KDE, Kodi can only see a single resolution (3840x2160x00hz). I notice that the UI has a white glow to it, like very high contrast, so I think this is a result of moving to desktop mode when Gaming mode is in HDR.
In any case, Kodi's refresh rate switching is integral for a good HTPC experience. Is there a way to get Gamescope/XWayland to show the correct resolutions and refresh rates to Kodi?
