Fog/bug what ever issue HELP please bro

I’m on 1.21.4, but it doesn’t matter this happens in every version. The weird white “fog” only shows up on one specific server, and it doesn’t happen to everyone else on it. Here’s the log https://mclo.gs/nQwBQpN . The white stuff disappears when I delete the DH .toml config file, but as soon as I increase the LOD chunk distance, it comes back. No settings fix it. It even happens with standalone DH. I’m going insane trying to fix this, please help.

I noticed its not happening at minimum quality setting
I found the cause. its vertical quality anything over height map causes it. how do i fix that
