Brand new to fashion

I'm 25 and have mostly been wearing the same types of clothes I've worn since High School. T-shirt, hoodie, jeans. But all the info I'm finding to find my style is pretty overwhelming. I've been trying to measure myself but there's so much conflicting information out there. Hip/weight/inseam/leg in particular. And all these guides assume that I have perfectly-fitting clothes, so they ask ask that I measure my current clothes. I live in Northwest Pennsylvania and have no qualms about buying secondhand. No urgency.

Right now my short-term goal is to get pants that actually fit well enough that I never have to pull fabric down or readjust around my junk at work (office job) all day. I'm not huge fella; I'm overweight but just by like 1 BMI point, but I have enough of a belly that the low-rise pants I've worn all my life push up against it and when I sit I often pull up my pants to my belly to be more comfortable. I buy relaxed pants when I find them, but I now am also interested in looking good with them on - though comfort takes priority over look. From what I've found, I'm now interested in finding mid-rise or high-rise pants. If I need to wear suspenders to be comfortable then so be it. I'm not sure with my body type what would be better, so I'd like some ideas on that. I'd also like ideas on WHERE to actually find these. It seems it's almost impossible to find non-low-rise pants for men that aren't $300 for one pair. My budget is closer to $120 per pair - assuming that more expensive than where I've previously gotten pants (walmart) is going to be more comfortable. It seems only women's pants have mid or high rise options at most stores, and I would straight-up just buy women's pants instead if there weren't the concern over them not having real pockets.

I think 28 is what I want?

Any advice about anything besides pants is definitely welcome as well!
