device is active error

I did a little bit of research and I dont have a 2nd usb to boot from i just have 2 nvme ssds one 1tb game drive and one 512gb windows 11 ssd, is there any way I can do it without getting a second usb to boot from without doing anything to my game drive?
also windows now wont shutoff until I force shut it off
