Gamescope failing to limit framerate / Possible AMDGPU issue overclocking card

I have been trying to use Gamescope in Steam launch options and Scopebuddy via Scopebuddy GUI to no success. I can adjust resolution scaling along with FSR but nothing I do seems to cap the framerate.

I am basically wanting to do the equivalent of 30fps/60hz or 40FPS/40Hz like I can do on my Deck. (And via my TV for the former option.)

Right now I go into Scopebuddy GUI and set the FPS to 30. If vsync is off then the game runs unlocked but within what looks like a 30Hz buffer. If I turn on Vsync my FPS bounces between 20 - 40fps and eventually crashes.

My monitor is a ViewSonic XG3220. These are the specs for my HDMI 2.0 port.
