It can be but it doesn’t necessarily have to be. If there has been a recent update that is interfering with something on your PC that has to be resolved on your side

It might be the same situation as for you: for some reason something on your PC isn’t keeping up. Valorant has millions of players, the couple you see in the community help might look like a lot, but compared to the amount of players, they are only a fraction.
I am not saying it’s not possible that it’s an issue on Riots side, I am just saying it’s unlikely
