in (i) c N has an electron withdrawing effect right? or do you mean (ii) c (ii) c N has methyl on it, this would electron donating effect, right? so most basic would be c?

it should be I think d>b>c>a as the other nitrogen in (c) part has -I effect towards the first nitrogen, so it would be less basic than (b)

what sir said here; we know both the nitrogens are not in resonance with the ring but both have e- withdrawing, i.e, -I effect on each other which reduces its basicity
