Video Transcoding and playback broken for many videos

When running the video transcode task there are at least 5 thousand videos that are unable to transcode with the following error. This has been a long term issue which originally I thought was due to videos imported from a previous instance, but appears to be affecting some newer videos as well. Running missing on the video transcode task always results in the same amount erroring out and rerunning the whole task does not fix anything either. Running on truenas scale version 2.3.1.
