Im new player and because I start with shotgun they not defusing and leaving the enemy’s win

If you can, try to queue together with at least one or two other people that you know. That way, at least you know that 2 people won't throw

DThey will most likely not face consequences for the first time they do it
DMaybe also not the second time, but it's important that you keep reporting these people
