Buying / Registering Domain

I am getting the following message trying to purchase a domain ending with .dev:

We're sorry, something went wrong with that.
This domain registration is temporarily blocked. Please wait a few minutes and try again.

I have tried purchasing in the past 3 hours, and tried both with creditcard and paypal.

How can I fix this problem, and register/purchase my domain? Thanks.
