Problem loading the shader interface

When I'm in a single-player world, the interface for loading shaders doesn't appear, but I can still load a shader if I know where the buttons and the shader are.
However, if I'm on a server, everything works fine.
I'm using iris-neoforge-1.8.12+mc1.21.1
