LACT with RX 7900 XT. Can't control clock speed and voltage

as the title says. I can create a fan profile and it works, but when choosing 2385MHz for the gpu clock and 2272 for the VRAM and limiting power to 260w, it doesn't do anything when pushed to 100%. card is still drawing 300w and clocks are default. ujust install-lact doesn't work "error: Justfile does not contain recipe
I installed LACT through the bazaar.
Anyone has an idea what else I can try? I haven't tried changing boot parameters cause i'm not sure how to :p
