DHSupport does not send LODs to client

When connecting to a server a friend of mine and I run, LODs from distant horizons do not load. We have the DHSupport plugin enabled. The server is a paper server.
I verified that my client works. When connecting to a singleplayer world with pre-existing LODs, the world loads per normal with DH LODs.
I deleted the saved server world files on my client, incase that was causing the issue. Issue persisted.

Looking at a recent closed issue I found the client and support need to be on the latest update. Our server has not updated to
