Low fps for a high end pc

Hi guys so I’m using the 9950x3d paired with the 5090 but ingame I’m barely getting 500 fps on 1440p. I’ve tried lowering the resolution to 1920x1080 but the avg fps still remains the same. My GPU load is always constantly 30-50%
