Temporarily access account to download data

My Project ID is cool-sound-29437978
I am on a free account and my Neon database somehow hit the compute time quota which is strange as I have barely used it this month. Now I can't connect at all, not even to export my data with pg_dump. I'm getting this error:
pg_dump: error: connection to server failed:
ERROR: Your account or project has exceeded the compute time quota. Upgrade your plan to increase limits.
I only need to export my data (one-time backup) and migrate to a local db. Is there any way to temporarily unlock access just to run pg_dump as it would take 10 seconds?
i would greatly appreciate your help in this regard because I need the data urgently and I do not have access to a payment method.
