Weird PING/MS during games, on Madrid

Hi, i know some people is having this problem too so i will be as fast as posible.
Short version of the issue:
Before giving my PC to my brother, I fully factory‑reset it and reinstalled Windows 11. Valorant always worked perfectly for me in Madrid with 30–40ms to the Madrid server.
After my brother got the PC, he only installed Valorant again. He also lives in Madrid, but now he gets 80ms to the Madrid server, while Frankfurt gives him 30–40ms.
We already tried restarting the router, switching DNS to Google, and running ipconfig /release, renew, and flushdns.
Every other game gives him normal ping.
Any idea what else we can try to fix his ping to the Madrid server?
This was literally a week ago.
