A question about 2ndstreet.jp's suit measurements

I'm just checking the measurements of suits listed on 2nd Street, and I'm a bit confused. The about section says the waist measurement is the complete circumference in cm, but it seems to describe either the waist in inches or the waistband measured once across (in cm)?
The "Yuki" measurement is also included for some suits but sometimes written as "snow" instead, and I'm not sure what that's supposed to describe?
